Staff accommodation in Saudi Arabia: how to rent licensed worker housing

Last updated:

Short answer: before you rent staff or worker accommodation in Saudi Arabia, check three things. The building has a valid group housing licence. Its licensed capacity covers your headcount. And the owner will approve a group housing proof certificate for you against that licence. Without all three, you can be paying rent and still show a shortfall on Qiwa.

Why “licensed” matters more than price

Your company isn’t judged on whether its workers have somewhere to live. It’s judged on whether it has licensed housing that covers the workforce registered on Qiwa, and the Balady–Qiwa link checks that automatically. If it doesn’t match:

  • Qiwa services stop, including visa-quota expansion and worker transfers.
  • The commercial registration can be suspended.

Cheap unlicensed housing ends up costing far more than the rent you saved.

Three ways to rent

Option What it means Who handles the paperwork
Lease a whole building The building is just for your workers You get the group housing licence in your name
Rent rooms or units in a licensed building You share it with other companies The owner holds the licence; you issue the proof certificate
A managed housing service A provider sets up and runs licensed housing for you The operator keeps the licence current; you issue the certificate

Checklist before you sign

The licence

  • Ask the owner for the group housing licence number.
  • Check the licence is valid and when it expires. Licences last one year.
  • Check it covers the whole building; a licence can’t be issued for part of one.
  • In industrial cities, the licence comes from MODON or the Royal Commission, not Balady.

Licensed capacity

  • Ask for the licensed capacity, not the number of beds in the rooms.
  • Capacity is calculated from floor area: 4 m² per person in bedrooms, no more than 10 per room, and one sanitary set per 8 people.
  • If the owner also rents to other companies, check the certificates already issued against the licence don’t exceed its capacity.
  • Run the floor plan through the capacity calculator.

What the regulation requires on site

  • A bed, bedding and a lockable wardrobe per worker.
  • A central kitchen or a catering service.
  • A full-time Saudi supervisor for the housing.
  • An equipped isolation room and security cameras.
  • Cleaning by a contracted company or dedicated staff, with a cleaning log.
  • No cooking or washing machines in bedrooms, and nobody housed on roofs, in corridors or in basements.

The lease

  • Lease term vs licence term: if the lease runs longer than the licence, write in that renewing the licence on time is the owner’s responsibility.
  • Certificate approval: write in that the owner approves your proof-certificate request within a set time.
  • Growth: what happens if your headcount grows? Is there spare licensed capacity in the same building?
  • What the rent covers: meals, cleaning, maintenance, utilities, and transport to site.

Location

  • Close to your sites, or with transport that fits your shifts.
  • Group housing has to be on an approved commercial street, and at least 300 m from schools and hospitals inside the urban boundary. A house in a residential street usually won’t qualify.

After you sign: the proof certificate

  1. On Balady, choose “Group housing”, then “Issue a group housing proof certificate”.
  2. Enter the owner’s licence number, your lease number and its dates.
  3. Enter the number of rooms and bathrooms and the floor area.
  4. The owner approves the request, and you print the certificate.

The certificate is what lets Qiwa see your workers are in licensed housing.

By city

  • Riyadh: high demand and options spread across the city; with Riyadh traffic, distance to site matters a lot. Worker housing in Riyadh
  • Dammam: much of the demand sits around the industrial areas; check which authority licenses the site. Worker housing in Dammam
  • Khobar: the municipality sets its own restricted streets and zones on Balady. Worker housing in Khobar
  • Jubail and industrial cities: licensing goes through the Royal Commission or MODON, not Balady.

Staff accommodation or worker accommodation?

The rules don’t depend on job titles. If your staff live without their families in housing the company provides, it’s group housing for individuals and the same licence applies. Staff living with their families aren’t clearly covered in the available sources, so confirm with the authority.

What drives the price

We don’t publish prices here because they change with the property and over time. These are what move them:

  • The city and district, and the distance to your sites.
  • People per room (fewer per room costs more).
  • Lease length and the number of beds.
  • What’s included: meals, transport, cleaning and management.

FAQ

How do I know if worker accommodation is licensed?

Ask the owner for the group housing licence number. If the licence isn’t valid, you can’t issue a proof certificate against it.

Can I rent rooms rather than a whole building?

Yes, in a licensed building. The owner holds the licence and you issue the proof certificate against it.

If I lease a whole building, who licenses it?

You do, as the lessee of the whole building. The licence is issued to the “usufruct holder”.

Does staff accommodation need a group housing licence?

If your staff live without their families in housing the company provides, yes. The rules depend on the type of housing and headcount, not job titles.

What if my headcount grows past the housing’s capacity?

Qiwa will show a shortfall. You need more licensed housing; amending the lease isn’t enough.
